Can you please help?

I want to change my blog and don't know where to begin.  As I am cleaning and changing my house around.....I feel my blog needs an update, too.  I really would like to have......titles across the top of my blog.....under the header.  For example.....about me, labels, blogs I read, etc.  I don't know how to do this.  Anyway....if any of my dear readers can help....I would appreciate it.  How about a custom blog?  How much is appropriate?  Help!
